Knox City Council Minutes


The following is a brief summary of Rowville-Lysterfield issues discussed at the meeting of Knox City Council held on 23 August 2005.

Item 4.1 Councillor Van de Vreede presented a petition with 152 signatures on behalf of users and tenants of the Rowville Recreation Reserve seeking Council’s support for an upgrade to the Number 2 Oval and the surrounding security lighting.

Item 5.2.4 Councillor Van de Vreede was pleased to advise of the impending installation of traffic lights outside the Peppertree Hill Retirement Village. Councillor Van de Vreede advised that funding had been obtained from Council, Peppertree Hill Retirement Village and Stud Park ING to fund the project. Councillor Van de Vreede thanked the residents and key stakeholders for their commitment to seeing this project through.

Item 8.2 Pedestrian Safety at the Intersection of Fulham Road and Bridgewater Way, Rowville

Consideration of a petition raising the safety of pedestrians crossing Fulham Road at Bridgewater Way and requesting a pedestrian crossing in Fulham Road near this intersection. This report examines this issue as well as possible treatments to the intersection as a whole in relation to traffic management. The conclusion is that, while this intersection has a high volume of traffic, the pedestrian volume is not high enough to satisfy VicRoads' warrants for the installation of a pedestrian crossing.
It is recommended that this intersection be considered as a part of a Local Authority Traffic Management scheme which is to be designed this year and that works be implemented at the intersection that will be consistent with a future LATM scheme.
Council agreed (subject to finalising the Bridgewater Way LATM scheme consultation process) to commence the agreed works at the intersection of Fulham Road in 2006.

Item 8.3 Knox Pedestrian Plan

Submission from Rowville resident Ron Lade who:
Believes that there should be footpath along the west side of Stud Rd between Lakeview Ave and the Child Care Centre to the north.
An additional missing footpath link will be identified for this location.
There is no northern crosswalk at the intersection of Stud Rd, Fulham Rd and Lakeview Ave. This disadvantages pedestrians by making them walk around three sides of the intersection to get to the bus stop on Stud Rd.
This issue will be included within the Stud Park Shopping Centre hotspot issues.
Would like to ensure that when the footpath currently being constructed along Stud Rd outside Stud Park Shopping Centre, that there is adequate linemarking and signage at the entrance/exit next to Safeway for pedestrians.
Pedestrian safety in this location will be included within the Stud Park Shopping Centre hotspot issues section of the Plan.

Item 13.2.1 Proposed Traffic Lights at The Intersection of Timbertop and Stud Roads, Rowville

Crs Van de Vreede and Cooper successfully moved that a report be presented to the October 2005 Ordinary Council Meeting outlining the current situation in relation to the entry and exit of traffic from the Timbertop and Seebeck estates. The report is to include an update on the proposed Timbertop/Stud Road traffic lights and when they are expected to be installed.

The report is also to include an overview of the current situation at the intersection of Seebeck and Stud Roads, in particular, how to deal with safety concerns in relation to vehicles entering the service lane north of the intersection.
