Neighbourhood Watch Victoria Inc. Welcome to the Region 3 web site. Region 3 covers the North-Western and Central segment of Victoria from the City of Melbourne all the way through to the New South Wales border. (See map below). Sixteen local government areas are located within this Region and for Neighbourhood Watch purposes they are allocated into 5 Divisions.
