On the 31st August 1998, consultants Sinclair Knight Merz presented the Infrastructure Analysis report which identified 16 Prime Development Zones within the Loddon Murray 2000 plus region.

The Prime Development Zone's are areas that are presently serviced or capable of being serviced with water for irrigation.

To coincide with this report, the Victorian Department of Natural Resources and Environment has undertaken a study of the Land Capability of the Prime Development Zone's.

The study also provided information that will assist the successful implementation of other components of the Loddon Murray 2000 plus initiative.
