Advice for providers
The following issues concerning the role of providers have been raised by farmers at the Business Information Days, or discussed with the Facilitating Change Coordinator.
 
Business plans
buttonFarmers are seeking providers who have the technical skills to assist them when looking at new enterprise mixes. Loddon Murray 2000 plus does not recommend providers. We advise farmers to seek information on the skills and qualifications of providers and to identify areas of expertise that providers lack which will have to be obtained elsewhere.
 
buttonAccredited providers should engage specific industry providers or professionals (horticulturalists/agronomist...) to assist in the preparation of a plan as long as they are acknowledged. It is up to the farmer and the provider to decide the costs and responsibilities of each provider or professional involved. A written quote from each provider must be submitted with Business Plan applications.
 
buttonWhen applying for payment of the business plan subsidy farmers must supply:
1. Copy of business plan
2. Invoice from the provider for total cost of plan. RFC require details of what makes up the total of the plan.
3. Copy of receipt of payment by the farmer.
4. Business Plan Acceptance Statement.
 
buttonBusiness Plans must include 1999/00 financial details.
 
Training and Advisory Assistance
buttonIf an application is to be submitted for Training and Advisory Assistance, ensure the Training Proforma is included (see Draft Business Plan - Appendix 5).

Enterprise Incentive - development / redevelopment assistance
buttonFarmers applying for Enterprise Incentive Development / Redevelopment Assistance must have their property inspected by the Facilitating Change Coordinator prior to the commencement of works and on completion of works. As per Appendix 4 a location address must be included, (and a mud-map if necessary).
 
buttonFarmers applying for Enterprise Incentive Development / Redevelopment Assistance must demonstrate 75% of productive capacity will be derived from irrigated agriculture within five years of the development / redevelopment. The gross income figure will be used for assessment. This is income generated from irrigation, with the focus being on water efficiency.
 
Q. Would income from a piggery situated on land capable of being irrigated be acceptable?
A. No. Water is not the primary component of generating income.
 
Water is the lynchpin of this program. It is important that water usage details are suitably recorded in the plan.
 
Current and future water entitlement as well as current and future water use must be included. (Refer to Draft Business Plan page 4)
 
Business plans submitted without water use projections included will not be forwarded to RFC until the information is provided.
 
buttonFull details of the stages of development/ redevelopment must be provided, including timelines and costings for each stage of development. (See Section 5 of Draft Business Plan).
 
buttonThe lender Certification form must detail that the new lending is for the purpose of the development/redevelopment as detailed in the Business Plan and stamped by the appropriate authority.
 
buttonAll area references must be in hectares.
