   The Theun Hinboun hydropower project, the first between 
Laos' socialist government and foreign private firms, 
produces electricity by harnessing the country's natural 
resources of mountains and rivers. With a generating 
capacity of 210 megawatts, it will export at least 95 
percent of its electricity to Thailand under a power-
