Lao National Assembly Meets for 2rdd Plenary Session HANOI (Sept. 30) XINHUA - The second plenary session of the Lao National Assembly (NA) opened in Vientiane Tuesday, Lao official news agency KPL reported Wednesday. The session was attended by Khamtay Siphandone, president of the Executive Committee of the Lao People's Revolutionary Party Central Committee and president of Laos, and other senior officials of the party and the government. Lao Prime Minister Sisavath Keobounphan presented a report on the implementation of the socio-economic development plan and the state budget for 1997-1998, and a new plan of action for 1998-1999. Buathong Vonglokham, president of the State Planning Committee, presented a report on the implementation of the state socio-economic development plan for 1997-1998, and a draft plan of the state socio-economic development plan for 1998-1999. Khamphoui Keoboualapha, vice prime minister and minister of finance, presented a report on the implementation of the state budget plan of 1997-1998, and a draft plan of the state budget plan for 1998-1999. However, KPL gave no details of these reports. The official news agency said all NA members will upgrade their political comprehension, study and learn the precise measures required to be able to conduct work in all domains more effectively, to bring the plans to fruition. The KPL gave no details of the report.
