KNOX AND DISTRICT SOFTBALL ASSOCIATION BY-LAWS

 

1.     COLOURS

 

The official colours of the Association shall be BROWN, ORANGE and WHITE, and the design of uniforms must be approved by the Committee before adoption.

2.     OBJECTIVES

 

(a) To encourage, promote, control and manage the game of softball in the Knox District

(b) To control inter-club and inter-association matches played in the Knox District.

(c) To control and manage Knox teams in other cities and places, whether in Victoria or elsewhere.

(d) To control club teams while in other cities and places.

(e) To control Associate Associations.

(f) To encourage social life among the members of the Association, and to control social functions.

(g) To affiliate annually with the Victorian Softball Association

(h) To maintain and, where possible improve, all amenities and conditions.

(i) To promote and hold or join in or contribute to the promotion of holding of softball or other sports meetings, competitions, matches, tournaments and exhibitions and to offer, give or contribute to trophies, medals, awards of all kinds and donations and to promote, hold or join in or contribute to social functions and entertainment of all kinds.

(j) To do all things necessary to further the game of softball, and generally to do all such other acts and things as may appear to be directly incidental or conducive to the attainment or furtherance of the above objects or any of them.

3.     INTERPRETATION

 

In these rules, unless there be something in the subject or text inconsistent therewith:-

 

Words importing the singular number only shall include the plural, and words importing the plural number shall include the singular.  Words importing the male sex only shall include the female sex, and words importing the female sex only shall include the male sex.

 

"Knox and District" or "Knox" shall mean and include the City of Knox and adjoining or other municipalities represented by constituent clubs participating in Association competitions.

4.     PLAYING RULES

 

All matches shall be played in accordance with the playing rules set down by the International Joint Rules Committee, and authorised by the Australian Softball Federation, subject to such additions, omissions and alterations as shall be agreed upon from time to time by the Committee to suit local conditions.

5.     ADMISSION OF MEMBER CLUBS AND ASSOCIATE ASSOCIATIONS

 

(a) The Association shall consist of such softball clubs as may, from time to time, be formed and admitted by the Association.

(b) Any softball umpires' association or other non-playing association, league, union, club, organisation, board or body may, with the approval of the Committee be admitted as an Associate Association.

(c) The constitution and rules of all associate associations and clubs must be approved of, and endorsed by, the Committee before admission.

6.     JACK GRAHAM SERVICE AWARD

 

The Committee shall consider applications each year for an award to KDSA members who have given outstanding service to the Association.      

 



7.     INDIVIDUAL MEMBERSHIP

 

Individual members of the Association shall mean and include all members in the following categories, namely -

 

              Playing members

              Junior members

              Associate members

              Honorary members

              Life members

such other categories of membership as the Association, in a General Meeting shall from time to time determine.

(a) PLAYING MEMBERS shall mean and include all persons registered as players or as coaches of all teams competing in the current year in competition being conducted by the Association, and of all teams representing the Association in inter-association or other matches.

      

(b) JUNIOR MEMBERS shall mean and include all persons who, on December 31 in any year, are under the age of sixteen (16) years, or such other age as the committee shall from time to time determine

      

       (c)       ASSOCIATE MEMBERS shall mean and include members of an Associate Association.

      

(d) HONORARY MEMBERS shall mean and include persons elected as Honorary Members by the Committee.

      

       (e)       LIFE MEMBERS shall mean and include persons elected as Life Members by the Association.

8.     REGISTRATION

 

       (a)       PLAYERS

Players must register each season on the Registration Sheets.  They are automatically registered when their NAME, ADDRESS, DATE OF BIRTH, SIGNATURE OR SIGNATURE OF PARENT/GUARDIAN (for under age players), appears on the Registration Sheets.

All players should be registered prior to, or on the day of their first game, but MUST be registered prior to taking the field for their THIRD game.

Any person who is unregistered and wishes to play, should notify the Registrar on the day of their first game by supplying their Name, Address and Date of Birth with the score card.

Junior players should register in their appropriate age level. The names of Junior players may be included in the team lists of higher age level teams or in Open Age teams, but for the purpose of eligibility for play in finals games, there is no restriction on the number of games they are required to play with the team.

 

PENALTY:        Failure to register as above, loss of 4 points to the team in which they played.

NOTE:        If there is more than one unregistered player in a team, the penalty is 4 points only.

 

       (b)       YOUNG COMPETITORS

No player under the age of 12 years may play in the Women’s competition without Parent/Guardian written permission.

No player under 14 years of age may play in the Men's competition without Parent/Guardian written permission

 

PENALTY: Forfeit by the team in which the player without written permission participated

      

       (c)       COACHES

Coaches must be registered each season on the Registration Sheets, before the first match in which the coach officiates.  They are automatically registered when their NAME, ADDRESS, PHONE NUMBER AND CLUB, appears on the registration Sheets.

 

PENALTY:        Failure to register as above, loss of 4 points to the team or teams of which they are the Coach.

      


 

       (d)       TEAMS

Clubs must register the names of teams, and the player's names to the Competition Manager, 2 weeks prior to the start of the season. Each team shall consist of a registered coach, team plate umpire, and at least seven (7) players. Clubs are required to nominate players in their highest level team first, and fill lower level teams progressively until all teams are correctly registered. The cutoff date for entry of new teams to the competition shall be the third week of competition.

Clubs are allowed to submit Under 12 teams at any time. The draw will not be for premiership points. A Lightning Premiership will be held over the weekends of the finals.

 

(e) CLUB OFFICIALS

Club Officials being the President and Secretary must register each season.  They are automatically registered when their NAME, ADDRESS, PHONE NUMBER (if any) appears on the Registration Sheets, prior to or on the first day in which their Club plays.

 

PENALTY:        A fine of $10.00 per official.

9.     GOVERNMENT

 

The Committee of Management is the governing body of the Association. It shall consist of the following officers:

              President                             Vice President

Each Club fielding teams in the Association competition shall have representatives on the Committee of Management. At least one of those representatives must be an Office Bearer of the Club. No more than two members of one Club should be an Officer of the Committee, where possible, unless insufficient nominations are received.

10.     POWERS AND DUTIES OF THE COMMITTEE OF MANAGEMENT

 

(a) To direct the policy of the Association in all matters affecting the control and management of the game of softball.

 

(b) To govern the Association in accordance with the Rules and to act in all matters for the Association.

 

(c) To deal with, settle or determine all or any matters, whether or not they are specifically provided for, covered, dealt with or referred to in these rules.

 

(d) Generally to act in all matters which in any way effect, relate to, or are in respect of, the game management or control of softball, or the Association and/or the finances thereof.

 

(e) To deal with any club or officer, representative, delegate or member of a club not working in conformity with the Rules or Bylaws of the Association.

 

(f) To hear and decide any appeal from any club or officer, representative, delegate or member thereof, or from any associate association or officer, representative, delegate or member thereof.

 

(g) To settle all disputes between clubs or members.

 

(h) Have the power to form Sub-Committee/s at their discretion, and have the power to co-opt any person onto a sub-committee, where such person shall have full voting rights.

 

(i) To decide upon dates for any meetings of the Association, other than those of sub-committees.

 

(j) To vote on motions involving the expenditure of money, and pass accounts for payment.

 

(k) To make or impose any levy, subscription or fine.  Fines will not exceed twenty dollars ($20.00).  Levies may be imposed on all or any section of the members.

 

(l) No debt or commitment exceeding $2,000.00 shall be undertaken by the Committee of Management on behalf of the Association, which involves a period of more than (12) twelve months, without the approval of the Association expressed by a three fourth majority at a special meeting called for that purpose, at which two office bearers of each Club are present.

 

(m) The Executive shall act on behalf of the Association in cases of urgency, and report such action to the first subsequent meeting of the Committee of Management.

11.     DUTIES OF THE COMMITTEE MEMBERS

 

       (a)       SECRETARY - The Secretary's duties are covered in the Model Rules.

      

       (b)       TREASURER - The Treasurer's duties are covered in the Model Rules.

 

       (c)       REGISTRAR - The Registrar shall -

(i) Attend as far as possible all meetings of the Association.

(ii) Keep a true and correct record of all members of the Association

(iii) Keep a true and correct record of all players in all games, in conjunction with the Competition Managers.

(iv) Notify the Secretary each week of the Name, Club and Team of any unregistered players, and as soon as possible of any anomalies in the records.

      

       (d)       COMPETITION MANAGERS - The Competition Managers shall -

(i) Attend as far as possible all meetings of the Association.

(ii) Arrange the grading of teams, and prepare a fixture for the home and away competition.

(iii) Liaise with the Registrar regarding player eligibility

(iv) Prepare and print a summary of the results of the previous week's competition, and an up to date ladder weekly.

(v) Decide in consultation with the Ground's Manager, whether conditions are fit for play.

(vi) Allocate diamonds on a weekly basis ensuring that all teams have a reasonable and equitable opportunity to play on the skin diamonds.

(vii) Ensure that all aspects of the day to day running of the weekly competition, and all other competitions run under the auspices of KDSA, are properly organised and coordinated.

 

       (e)       GROUND'S MANAGER - The Grounds Manager shall -

(i) Attend as far as possible all meetings of the Association.

(ii) Form a Grounds Committee to help with his duties.

(iii) Ensure that the diamonds are marked for each day's competition

(iv) In consultation with the Competition Manager, determine whether the grounds are fit for play

(v) Ensure that the pavilion is maintained in a clean and tidy state

(vi) Ensure that all playing and pavilion equipment is maintained in good condition

(vii) Coordinate with the Council for the ongoing development and maintenance of the grounds

(viii) In conjunction with Squad Management, arrange for facilities to be available for Round Robins and Championships at Knox

 

       (f)       UMPIRE'S REPRESENTATIVE - The Umpire's Representative shall -

              (i) Attend as far as possible all meetings of the Association

(ii) Ensure that all games during the Association's competition are supplied with appropriately trained umpires.

              (iii) Ensure that all umpiring commitments for the Association are fulfilled.

 

       (g)       BYLAWS & RULES - The Bylaws and Rules Representative will have the following  responsibilities:

              (i) Update the Bylaws to encompass changes approved since the last printing

              (ii) Review the Bylaws to remove ambiguities and improve readability

              (iii) Draft new Bylaw recommendations to meet the ongoing needs of the Association

              (iv) Maintain the Model Rules of the Association to ensure they reflect the needs of the Association


 

       (h)       COACHING COORDINATOR - The Coaching Coordinator will have the following responsibilities:

              (i) Arrange for coaching courses for KDSA members

              (ii) Arrange refresher training for coaches

              (iii) Coordinate complementary courses such as training for Scorers

              (iv) Develop other training courses as required

 

       (i)       NEWSLETTER - The Newsletter Coordinator will have the following responsibilities:

              (i) Obtain VSA and KDSA information for dissemination

              (ii) Obtain Club information for dissemination

              (iii) Prepare and distribute a Newsletter to all members of KDSA on a regular basis

 

(j) PUBLICITY & PROMOTION - The Publicity and Promotion Representative will have the following responsibilities:

              (i) Develop strategies for the promotion of softball in the KDSA area

              (ii) Conduct activities that promote softball in the KDSA area in conjunction with member Clubs

              (iii) Arrange social activities that will enhance enjoyment of softball for members of KDSA

      

(k) SQUAD MANAGEMENT - The Squad Management Representative will have the following responsibilities:

              (i) Arrange selection of coaches for each team

              (ii) Be responsible for appointing a panel of 3 selectors for each team, one of whom must be the coach

              (iii) Arrange for each team to be supplied with uniforms and equipment

              (iv) Plan and arrange for teams to participate in Round Robins, Championships, and other competitions

12.     MEETINGS

 

All members of the Committee of Management shall attend all meetings of the Association. A quorum shall be more than half of the Members of the Committee of Management, and must include the President or Vice President, and at least two of the Secretary, Treasurer and Assistant Secretary.

The Committee of Management will meet as arranged each month.  All Committee Members must attend meetings as directed by the Association, or a fine of ten dollars ($10.00) will be imposed.  Apologies shall be considered.

13.     VOTING AT COMMITTEE OF MANAGEMENT MEETINGS

 

At all meetings of the Association, voting shall be by the show of hands unless -

       (a)       One third of those present at such a meeting object to this method of voting on a particular issue.

      

       (b)       There is a motion of no confidence in any Committee Member or person appointed by the Committee.

 

Each Committee member shall be entitled to one vote on any issue. The President shall vote and retain the casting vote.

Honorary Life Memberships carry no voting rights. However, this does not exclude this person from representing other member bodies, or holding Committee positions.

14.     LIFE MEMBERS

 

(a) The Association shall have the power to elect Honorary Life Members. Such membership may be awarded to members who have rendered special services to the Association or the game of Softball over a period of not less than ten (10) years.  Life Members may be elected only at the Annual Meetings, and requires a three-fourths majority of those present and entitled to vote.  Only one life Member may be elected annually, if occasion warrants an election.  Nominations must be lodged in writing with the Secretary at least fourteen (14) days prior to the Annual Meeting.

      

(b) On election, a Life Member shall be presented with a Life Member's medallion and/or other suitable insignia.

      

       (c) Active Honorary Life Members shall have their annual VSA levy paid by the Association.


15.     HONORARY MEMBERS

 

The Association shall have the power to elect Honorary Members, such membership to be awarded to persons who have rendered distinguished service to the Association, the game of softball, or the community.  The Committee at its discretion may elect Honorary Members by vote at a Committee of Management meeting. Honorary Memberships shall be reviewed annually by the Committee.  Honorary Members shall be eligible to nominate for, and be elected as, Officers, but, unless so elected, shall not be entitled to vote.

16.      UNIFORMS

 

(a) Each team must have distinguishing colours and NO team joining the Association shall adopt the colours used by another team.  It is compulsory that teams play in uniform as registered with the association, and all players MUST comply within three weeks from when the player first participates, or at the discretion of the Committee.

       (b) All coaches who take the coaches' boxes during a game shall wear identical tops, in the team colours.

 

(c) All players must wear a permanently fixed number on their uniform, and there shall not be a duplication of any number within a team. The number must be visible, not less than (10) ten centimetres in height, and its location must be common within a Club.

 

PENALTY:       In (a) to (c) above, a fine of $5 will be imposed on the player/coach, and if the total of fines in the one season reaches $20, the player/coach shall be ineligible to play.  

      

(d)  All coaches under the age of 19 as at the 31 December in the year of competition must wear a protective helmet when coaching on the diamond

 

(e) In both junior and senior Women's competition, players may wear approved cleats, which shall not be metal. Metal cleats are not allowed in the Men's Competition. Metal cleats are allowed in National Fastpitch competition games.

 

       (f) Players MUST be in uniform to play in all final games.

 

PENALTY:       Forfeit of the final or finals in which the player participated.

17.     MATCHES

 

(a) Games must be played as arranged on the Fixture.  If the umpire is not on time, Coaches and/or Captains are to arrange a suitable replacement until his/her arrival.  Teams playing early games must clear the diamond promptly to allow teams in the following games use of the diamond for practice.

 

(b) Unless otherwise minuted, all KDSA competition under the auspices of KDSA will be conducted in accordance with the KDSA Bylaws.

 

(c)  DECLARATION RULE

Each offensive team shall have the opportunity ONCE in a game to declare their innings closed.

This can be at any time during the game, but would normally be towards the end of a "time" game when the team first at bat has drawn ahead, and wishes to attempt to get the team second at bat out before "time" is called, and thus win the game by preventing the scores reverting back to the previously completed innings.


 

       (d) In a Mixed Twilight competition, there may only be a maximum of 4 men on the diamond at any one time.

 

PENALTY: - In (d), Forfeit by the team containing more than the permitted number of males.

      

(f) No alcohol is to be consumed by anyone involved with a current game.

 

(g) The first named team on the fixture will use the first base bench and the second named team will use the third base bench. Teams will toss to determine which team will bat / field first, and the umpire is to be advised. Diamond warm up time will be as stated in the Rule Book.

 

(h) If any player or official is ejected from a game by an umpire, the player shall present themselves before a KDSA Tribunal at a date to be determined by KDSA to consider the circumstances leading to the ejection, and determine if a penalty should be applied to the individual.

18.     SUBSTITUTES

 

(a) To be eligible to play or continue to play, each team must field at least seven players at all times. A late arriving player may take part in the game at any time.

 

(b) By mutual consent of the coaches, opposition player(s) may be used in the field, and "OUT" will be given for the missing player(s) at their turn to bat.  It is the Coach's responsibility to notify the Umpire each time the absent player(s) is due to bat.

PENALTY:       The team fielding less than 7 players shall forfeit.

 

       (c) The use of a "designated runner" is allowed in all KDSA competitions.

19.     PLAYER INTERCHANGE BETWEEN GRADES

 

(a) Players may interchange between grades at any time during the season. However, no open age player may interchange down more than one Association Grade.

 

(b) No more than (2) registered 'A Reserve' Open age players may play in a 'B' Grade team and no more than (2) registered 'B' Open age players may play in a 'C' Grade team on the same day.

 

(c) A senior player may not interchange between teams in the same Grade once she/he has played three games with one of the teams.  At that point, she will be eligible to only play in that team in the Grade, and will be regarded as registered with that team.

 

(d) A junior player may not interchange between teams in her registered Age Grade once she has played three games with one of the teams.  At that point, she will be eligible to only play in that team in the Grade, and will be regarded as registered with that team. A Junior player may interchange between teams in a higher Age Grade, or in Senior Grades without restriction, subject to Bylaw 19 (e).

 

(e) No player may play twice in the same Grade on the same day. Where 2 Grades play at the same time, no player shall play in two games in the same game time

 

PENALTY: For (a) to (e), loss of 4 points to team in which she is not registered.


20.     SCORE CARDS

 

The score cards must be collected from the pavilion by the first named team. The score card is to be completed in BLOCK LETTERS by the first named team and shall show the Given Name, Surname, and Number of all players. It shall be handed to the Central Umpire prior to the commencement of the game. At the completion of the game, the score card must be signed by both Captains/Scorers, Plate Umpire and both Line Umpires indicating their respective Club team.  The winning team must return the score card to the Score Card box at the Pavilion. If the winning team does not place the score card in the Score Card box by the end of the day's competition, a penalty will apply.

 

PENALTY:       No points will be awarded to the winning team for the game.

       Any lost or mutilated score cards must be reported to the Registrar on the day, and they will be replaced by scores and player details taken from both score books.

21.     AWARDING OF POINTS AND VOTES

       4 points for a Win

       2 points for a Draw

       4 points for a Bye

       4 points for a forfeit

       2 points for a Wash out

      

       The two coaches (or his/her nominee Club member) shall give 3, 2, 1 votes for the best players from either team on the diamond.

       The voting slip shall clearly identify the Grade and Team, and shall be placed in the same box as the score cards on the day of the competition.

22.     COMPETITION GRADING

 

The competition will be graded as follows:

 

       (a)        "A"     GRADE     - OPEN               "A"     RESERVE   - OPEN

              "B"     GRADE     - OPEN                      "C"     GRADE     - OPEN

              U/17    GRADE     - To be under 17 years of age by December 31.

              U/14    GRADE     - To be under 14 years of age by December 31.

              U/12A   GRADE     - To be under 12 years of age by December 31.

 

(b) Club Officials must nominate the Grade in which they wish their team(s) to play, but the Competition Sub-Committee will make final placement.

 

PENALTY:       For playing over-aged or unqualified players, the penalty shall be the loss of 4 points to the team(s) in which the player participated.

23.     PITCHING DISTANCES AND SIZE OF DIAMONDS

 

       Open, U/17 and U/14 Grades: - pitching 40 ft, diamond 60 ft.

       Under 12A Grade: - pitching 30 ft, diamond 60 ft.

       Men's competition pitching 46 ft, diamond 60 ft.

24.     MATCH BALLS

 

(a) Each team must provide a firm match ball of good quality, clearly marked, to be used in the match.  Leather balls must be used in all grades except the Under 12 competition, where rubber balls shall be used.

      

       (b) KDSA will supply the match balls for Grand Finals.

      

       (c) The Under 12 competition will use an 11" ball.

 

 

 

 

25.     UNDER 12 COMPETITION

 

       (a)       9th Batter Rule

An innings is completed when three (3) batters are out, or when each batter in the team has had one (1) turn at bat. In the case where a team fields 7 or 8 players only, the next batter(s) due to bat will complete another turn at bat until 9 batters have completed their turn at bat, or the normal three out rule is applied.

The most important thing to remember with the Rule is that NOTHING happens until the 9th Batter has FINISHED her turn at bat.  In other words, when the 10th Batter is due to come to bat.

If she is the 3rd out, it is played as in a senior game, SIDE is called.  If she is NOT the 3rd out, we wait until the play is finished on her hit or her base on balls etc, and the ball is RETURNED TO THE 8 FT CIRCLE. When the umpire would NORMALLY CALL FOR THE NEXT BATTER, he is informed that she was the 9th batter. He calls TIME, and any runners on the diamond NOW run the diamond in correct order, and all runs score.

 

If the batter is the 1st or 2nd OUT, she simply returns to her bench, and any runners left on, come home after the umpire calls TIME. These runs count, because she wasn't the THIRD out.

 

26.          DURATION OF MATCHES

 

             (a) HOME AND HOME

In all games, in all grades unless otherwise specified, games will be played on time or 7 innings, whichever is sooner, and the tiebreaker will be applied after the 7 th inning.  If at the bottom of 5 innings or at any time thereafter, one team is ahead by 10 or more runs, then the game is called. If at the bottom of 3 innings or at any time thereafter, one team is ahead by 15 or more runs, then the game is called. All games will start at the times scheduled on the KDSA season fixture. A new innings will not be commenced if it is within 5 minutes of the scheduled finish time for the game.

 

              (i) WOMEN

                         'A' - 7 innings

                         'A Reserve' 'B', 'C', Under 19 and Under 17 - One hour and twenty minutes from the time of start   

                          Under 14 - One hour and fifteen minutes from the time of start

                          Under 12 - One hour and 10 minutes from the time of start

 

                         (ii) MEN

 

'A' Grade, 'A Reserve'- 7 innings or 1 hour 45 Min. max. Games should be completed within the 1 hour 30 Min time frame, and extra time should only be played if it is essential to complete an innings to achieve a result, and then the 1 hour 45 Min must be strictly applied.

              'B', 'C' Grades - One hour thirty minutes from the time of start

 

       (b) SEMI AND PRELIMINARY FINALS

.

All finals games will be played to an equal number of innings. The Committee will determine each season the number of innings for each Grade.

 

Games will be played to time but allowing an extension to achieve equal innings, or to a maximum of 7 innings, whichever is sooner.

A new innings will not be commenced if it is within 5 minutes of the scheduled finish time for the game.

The international tiebreaker will be applied if the game is tied at the end of equal innings at the specified time for the game, or after the end of the 7 th innings. 

If at the bottom of 5 innings, or at any time thereafter, one team is ahead by 10 or more runs, then the game is called

 

                                      (i) WOMEN

                         'A' and 'A Reserve' - 7 innings and a result.

                         'B', 'C', Under 19 and Under 17 - One hour and twenty minutes from time of start and a result.

                          Under 14 - One hour and ten minutes from time of start and a result

                          Under 12 - One hour from time of start and a result.

 

 

                         (ii) MEN

                         'A' Grade, 'A Reserve',- 7 innings

                         'B', 'C' Grades - One hour and thirty minutes from time of start and a result.

 

             (c) GRAND FINALS

 

Games will be played according to the number of innings as indicated below, with the tiebreaker to be applied at the immediate next innings, in the event of a tied score. 

The ten-run rule will only apply to games over 5 innings.

The Committee will determine each season the number of innings for each Grade.

 

                         (i) WOMEN

                         'A' and 'A Reserve' - 7 innings and a result

                         'B' - 5 innings and a result

                         'C' - 5 innings and a result

                          Under 19 - 7 innings and a result

                          Under 17 - 7 innings and a result

                          Under 14 - 4 innings and a result

                          Under 12 A - 3 innings and a result

             (ii) MEN

                         'A' and 'A Reserve' - 7 innings and a result

                         'B' and 'C' - 5 innings and a result

27.     FINALS

 

       (a) The "Page" System may be used for establishing the order of games played during the Finals.

 

       (b) All finals teams must contain no less than 9 players.

 

PENALTY: Forfeit by the team containing less than 9 players.

 

(c) A Women's or Men's Competition player cannot play in a final unless she/he has played with her club in at least FOUR games during the current season.

 

(d) In the men's daylight Saving Competition, a player has to play at least 3 games with his Club / Team to be eligible to play in the finals.

 

PENALTY:       For (c) & (d), forfeit by the team(s) in which she/he plays.

 

 (e) A player registered in a particular Grade is eligible to play in a lower Grade final if she has played a majority (not equal) number of games in that Grade.

 

(f) If a club is represented in two or more Grade finals on the same day, a Junior player may interchange between Grades, subject to Bylaw 19.

 

PENALTY: Forfeit by the lower Grade team.

 

       (g) Open Age players may only play 1 final on any one day.

 

PENALTY: Forfeit by the team in which she plays second.

 

(h) In the Men's Competition where players are 'permitted' to play with another Club to play in a higher grade competition, that player is eligible to play in finals games for both teams on the one day.

 

(i)              The Registrar shall provide a list of all players eligible to play in finals, and the names of players taking the field in each final shall be checked by a nominated Committee member.

 

 

 

28.     ADVERSE PLAYING CONDITIONS

 

(a) A sub-committee consisting of the Competition Manager and the Grounds Manager or their nominees shall have the authority to cancel matches due to extreme playing conditions.  In their absence, two members of the Committee of Management shall assume this authority.

 

(b) If weather conditions are sufficiently bad during the days prior to a competition day, the subcommittee has the authority to cancel the Round on the Friday evening. In the case where heavy rain occurs overnight or early on the game morning, the subcommittee shall meet between 8.30 am and 9.00 am to decide whether to cancel the Junior only, or Junior and Senior competitions. If heavy rain occurs during the morning, the subcommittee shall meet between 11.30 am and 12.00 noon to decide whether to cancel the afternoon competition.

 

(c) If rain causes play in an "A" Grade game to be abandoned, it will be declared a regulation game if at least 5 innings have been completed, or if the team second to bat in the 5 th innings is ahead at the time of abandonment.

For all other Grades, a game will be declared a regulation game if at least 60% of the scheduled time for the game has elapsed at the time the game is abandoned.

 

(d) No score shall be recorded in the case of a non-regulation game. The normal rules apply for determining whether the score will stand or revert in the case of a regulation games.

 

(e) If a Round is declared washed out, it may be rescheduled at the discretion of the Committee. Teams will be awarded points as determined in Bylaw 21 for a washout.

29.     PRACTICE, WARM-UP AND MARKING OF ASSOCIATION GROUNDS

 

       (a) Teams may only use the diamond for warm-up when allowed to do so by the Umpire.

 

       (b) Teams are NOT to use the diamonds for practice on match days.

 

       (c) Teams must scrape the diamonds after each practice session.

 

PENALTY: Fine $10.00 per team

 

(d) The rostered Grounds Duty Club shall ensure that the "skin" diamonds are properly scraped in the morning before commencing to mark out the diamonds. The remaining diamonds must have the batting boxes and pitching plate areas levelled prior to the diamonds being marked. Any other depressions or humps shall be repaired as required. Place all bases on the diamonds indicated by the Competition Manager, mark out the diamonds as indicated by the Grounds Committee and place rubbish bins at all diamonds.

 

(e) The rostered Duty Club shall remark diamonds 1 and 2, and/or other diamonds that have been used for Junior games, at the conclusion of the U17 games, to allow Senior teams to play on properly scraped and marked surfaces.

 

(f) At the conclusion of play for the day on each diamond, the two clubs shall bring in all bases, plates, bins, chairs, etc and ensure that the diamond areas are left in a tidy condition.

 

(g) At the end of each day's play the rostered Duty Club shall ensure that all diamonds are scraped, with particular attention being given to levelling the batting boxes and pitching plate areas.

 

       (h) KDSA representative squads have priority on diamond and other training facility availability.

 

(i)  Any non-KDSA teams wishing to use the batting machine and/or batting cage will be charged $10 per session.

 

(j)  Any group not affiliated with KDSA wishing to use the ground facilities eg bases and line marking etc shall be charged $20.

 

       (k) Teams and individuals MUST NOT hit balls into the nets on the diamonds.

 

       (l)  Any group not affiliated with KDSA shall pay a bond of $200 when hiring the pavilion.

30.     REPRESENTATION OF THE ASSOCIATION

 

The only persons permitted to make official statements on behalf of the Association shall be members of the Committee.  Such persons shall, singularly or together, be included on any delegation sent by the Association to any organisation. No member, member’s representatives or player controlled by the Association can make official statements to the press, other news media or organisation unless he/she has the express authority of the Committee.

31.     SQUADS

 

Representative teams of the Association may with approval of the Victorian Softball Association be included in any fixture of which the Committee approves.

 

       (a) COACHES

A list of coaches from each club must be obtained by September 1, from which the Committee will select the coaches (nominations also accepted).  If the appointed coach resigns or cannot fulfil his/her duties then another person shall be notified of their appointment as squad coach within 2 weeks.

Coaches are not to smoke while associated with junior squad teams whilst training or a championships.

 

       (b) PLAYERS

(i)  Players must attend all trials called for the purpose of selection before they become eligible for selection.  Written apologies shall be considered.

(ii)  Any player selected for a squad will be required to attend at least 75% of all practices unless otherwise directed by coach.  Failing to do so, she/he may be replaced in the selected squad and be ineligible for selection the following year.

(iii)  Players who drop out of an already selected squad, through lack of interest and dedication, should be excluded from any squad contention the following year.

(iv)  Players selected to play in multiple KDSA teams in the one season will only be required to pay one non refundable uniform fee per season.

 

       (c) SELECTION

`

A panel of three selectors per Grade, one of whom shall be the coach, will be nominated by the Squad management Sub-committee to select players.

 

       (d) OTHER SQUAD OFFICIALS

 

All or any squad officials, as required, will be selected by the Squad Management Sub-committee upon receipt of nomination or by invitation.

 

       (e) DUTIES

 

All players, coaches and officials will be notified in writing of their duties and must comply with these duties whilst representing the Association. (see Addendum).

      

(f) KDSA will meet the accommodation expenses for coaches, assistant coaches, scorers, manageresses and bus drivers when Squads travel to tournaments and other approved events.

 

(g) Squad players and Umpires may receive a subsidy of up to 50% of the cost of accommodation expenses when attending authorised competitions.

 

(h) A fund has been set up to assist KDSA players and officials who are selected to play or participate at State and National level.


32.     TRANSFER OF PLAYERS AND ANY OTHER MEMBER OF THE ASSOCIATION

 

Players may transfer from one club, team or association to another, either by way of Clearance or Permit, subject to approval by the Committee.

 

       (a) CLEARANCES

A clearance is an unconditional transfer, intended to be permanent, from one team in the Association to:

              (i) another specified team or club in this Association

              (ii) a specified team or club in another Association or simply to another specified Association; or

 

       (b) PERMITS

A permit is a conditional transfer, intended to be temporary, for such period as must be specified therein, as for example, a period of one softball playing season of the Association, and subject to such restrictions and conditions as may be specified therein:

              (i) to a specified team or club in another Association;

              (ii) to another specified Association;

              (iii) to a club within our own Association

The player automatically returns to her club, team or Association at the end of the specified period of time.

 

       (c) FORMS AND PROCEDURES

Clearance or permit forms shall be obtained from the Registrar, by the person requesting such clearance or permit.  These forms, in triplicate, will be serially numbered and carry the date of issue.  The name of the member must also be registered with the Registrar at the time of collection of the said form.  The forms shall be signed by the player, the President or Secretary of the Club from whom the clearance or permit is requested.  The clearance or permit form must be then returned to the Registrar within 10 days of receipt by the club, team or association to whom it is addressed.

 

 

The Committee shall have the power to call on the office bearers of a team or club to show cause why a clearance or permit has been refused, and if the office bearers do not reply showing cause, or do not appear after having received seven (7) days notice in writing, the Committee shall have the power to deal with the application.

All inter-Association clearances must be ratified by the Committee before being processed by the Registrar.

Parents of Juniors (up to Under 17) wishing to clear to another Association will be required to present their case to the Committee.

Players wishing to clear to another Melbourne Association will only be given a 12 month permit. The clearance application will be reviewed at the expiry of the permit.

 

       (d) RIGHT TO APPEAL

If a club or team refuses a clearance or permit, the person concerned shall have the right of appeal to the Committee.  Should that appeal be rejected, the member may appeal to the Victorian Softball Association.  No appeal shall be considered by the Committee where the clearance or permit has been refused on the proven ground that monies or materials remain owing by the player to the club or team.

      

(e) On the expiration of the period of a permit, or on any breach of the restrictions or conditions specified therein, the player shall automatically be regarded as transferred back to the club or team from whom the permit was granted.

 

       (f) After a player has not played for three (3) calendar years, she shall automatically have a clearance.

 

       (g) Clubs must register with the KDSA Registrar, the person/s who is responsible for the signing of transfers.

 

       (h) The official clearance or permit form must be used and may be obtained from the KDSA Registrar.

 

       (i) No internal transfers shall be granted after the last round of games before Christmas.

      

(j) Applications for transfers must be in hands of the KDSA Registrar by the Thursday night prior to the first match in which the player participates.

 

(k) In the men's competition, no transfer is permitted after two thirds of the scheduled weeks of games have been completed.

 

(l) A match permit can be issued until a player can obtain a transfer.  It will expire 28 days from the date it is issued.

 

(m) In the men's competition, permit teams and individual permit players are acceptable.  There is no limit to the number of permit players in each team.

 

(n) In the women's competition, up to four registered permit players may play in any one game.  A team may also include one match permit player registered in accordance with By-Law 32(l).

 

PENALTY: Forfeit

 

(p) In the event that a Club does not have a team registered in a higher Grade, then players affected by the lack of this club team can, for the whole of the season concerned, play for another Club within the Association at that higher level. Such players will be considered as "pick-up" players, not "permit" players, so as not to affect the permit player allocation for the team picking up the player(s) concerned. A maximum of two women "pick-up" players per team is allowed. In both Men’s and Women’s competitions, players may only play for 1 Club per season as a “pick-up” player.

 

       (q) Poaching of players from Clubs within the Association is strongly discouraged.

33.     SUSPENSIONS, DISQUALIFICATIONS AND PENALTIES

 

       (a) FAILURE TO CARRY OUT DIRECTIONS

Any club, team or associate association or player or member thereof, failing to carry out any direction of the Association or Committee which is within its powers, shall be liable to suspension or disqualification during the pleasure of the Association or Committee or to such other penalty as the Association or Committee may determine.

 

       (b) ENDORSEMENT OF SUSPENSION

The Association or Committee shall have the power to endorse any suspension, disqualification or penalty imposed by any body controlling softball, either within or outside of Victoria, provided that the Association shall have received notification in writing of such suspension, disqualification or penalty.

 

       (c) FORFEITURE OF RIGHTS AND PRIVILEGES

Any club, team or associate association which is under suspension or disqualification by the Association, or Committee in accordance with paragraphs (a) or (b)  of the Bylaws, shall forfeit all rights and privileges held under or in the Association or in its property.  Its delegates shall cease to act and shall not be entitled to attend any meetings of the Association.  Its members shall be debarred during the pleasure of the Association from taking part in any match played under the control of the Association or Committee.

 

       (d) PERSONS UNDER SUSPENSION DEBARRED FROM TAKING PART IN MATCHES

Any persons under suspension or disqualification by the Association or Committee in accordance with paragraphs (a) or (b) of this Bylaw shall be debarred from playing or taking part in any match played under the control of the Association, and any member of any club, team or Association knowingly playing or taking part in any match in which such suspended or disqualified person plays or takes part, shall be liable to suspension or disqualification or such other penalty as the Committee or Association may determine.

 

       (e) RIGHT OF APPEAL

Any club, team or associate association or players or members thereof suspended, disqualified or penalised by an association, club or team shall have the right to appeal to the Committee.  Subject to any right to appeal which may exist to the Victorian Softball Association or any authority for the time being controlling softball in Victoria or any part thereof, the decision of the Committee shall be final and binding.  The Committee shall have the right, on any such appeal, to increase or reduce any penalty imposed.  The appeal must be lodged in writing with the Secretary within 21 days of the said suspension.


 

34.     DISPUTES

 

If a club, team or associate association or player or member thereof be in dispute with a club, team, associate association, player or member, any party to the dispute shall have the right to appeal to the Committee.  The notice of appeal shall be lodged in writing with the Secretary who shall notify the parties of the time and place for the hearing of the appeal.  The decision of the Committee on the appeal shall be forthwith notified to the parties.  Subject to any right of appeal which may exist to the Victorian Softball Association or any authority for the time being controlling softball in Victoria or any part thereof, the decision of the committee shall be final and binding.

35.     PROTESTS

 

As per KDSUA By-Laws. No additional time shall be added to the game as a result of protest being entered.

36.     DEFUNCT CLUBS

 

The Committee may declare defunct a club which has not fielded a team for a period of three (3) calendar years, or which makes application to the Committee to be so declared.  The members of such a club shall, on the club being declared defunct, automatically have open clearances.

37.     FAILURE TO FULFIL COMMITMENTS

 

(a) Any club with a team entered in any grade which fails to fulfil its commitments as set out in the playing fixtures of this Association may be fined a maximum of $200.

 

(b) If a team does not provide an umpire on the correct diamond as per the umpiring allocation, the team will be penalised as per KDSUA Bylaws.

38.     INSURANCE

 

(a) This Association does not accept responsibility for injuries sustained by players or officials.  Players take part at their own risk; however, all care will be taken.

      

(b) Registered Players and Officials are covered by the VSA Insurance Scheme. Clubs should be familiar with the requirements when making a claim. Claim forms can be obtained from the Secretary, and should be submitted as soon after the accident as possible.

 

       (c)       Players and Officials are encouraged to subscribe to an ambulance service.

 

(d) Public Liability insurance is held by the Association, however all excesses on claims must be met by the offending person/s.

 

PENALTY: Suspension as per By-Law 33.

39.     INDEMNITY

 

The Association shall not be responsible for any debts incurred by constituent clubs or teams or by associate associations or members, and no person shall incur any expenses to the Association unless with the written consent of the Committee or as hereinafter provided.

40.     BY-LAWS

 

(a) The Association shall have the power to make By-Laws (not inconsistent with any provisions of the Model Rules) in respect of any matter within the powers of the Association, and to rescind or vary any By-Laws so made.

 

(b) By-Laws may be made, rescinded or varied at any meeting of the Association or of the Committee of Management.

Written notice of any proposal(s) shall be presented to a meeting of the Association or Committee of Management, and the proposal(s) is then to be discussed by all Club Committees. The proposal(s) shall be discussed and voted upon at the next meeting of the Committee of Management.

 

(c) Unless otherwise stated in the resolution, all such By-Laws, decisions or amendments shall become operative immediately upon the passing of the resolution.

41.     NON-PAYMENT OF MONEY DUE TO THE ASSOCIATION

 

Any club, club team or player failing to pay its fees, subscriptions, levies or other monies properly payable on or before the due date may forfeit its right of representation and its team or teams may be debarred from taking part in any Association competition and playing members (including junior members) thereof may be debarred from attending any meeting of the Association or Committee until all outstanding monies have been paid.

42.     CLUB LIQUOR LICENCE

 

             (a)        No officer or servant of the Association may receive a commission or allowance from the receipts of the Association for the sale or disposal of liquor.

             (b)        A visitior to the Association must not be supplied with liquor in the club rooms unless the visitor is a guest in the company of a member of the Association

             (c)             The Association will maintain a record of guests visiting the Association club rooms

43.     DISSOLUTION OF THE ASSOCIATION

 

In the event of the Association ceasing to exist, all monies and assets will go to the VSA or some other sporting Association, to be decided by the outgoing Committee at the time.

 

 


ATTACHMENT 1 - MANAGEMENT OF KDSA SQUAD TEAMS

 

 

 

KNOX AND DISTRICT SOFTBALL ASSOCIATION

 

RULES FOR SQUAD TEAM OFFICIALS

 

             The Squad Management Team consists of:  Manager, Coach, Assistant Coach and Scorer.

       The management team's aim is to represent the Knox & District Softball Association in the best possible way when travelling, both on and off the playing field at tournaments, or at social functions.

            

The Manager (Manageress)

 

       The Manager is leader of the party and has overall responsibility for the squad to the KDSA Management Committee.  When the team is travelling, attending any official or social function or undertaking any activity as a KDSA team, the Manager has control of the team.  This responsibility will pass to the Coach when the team takes the field during training, warm-ups or games. The following are specific duties of the Manager:

# Liaise with other members of the management team to organise training times and venues, social functions and fund-raising

# Liaise with the KDSA Squad Sub-committee regarding participation in any games, round-robins, etc. pre-tournament

# Ensure that a programme of squad activities is distributed to the KDSA Squad Sub-committee and to squad members

# Attend training sessions

# Keep a record of attendance and apologies at training sessions

# Maintain a record of player details - name, address, phone number and date of birth. Obtain a family contact point name and phone number in case of emergencies

# Pass team details to Secretary of KDSA by the required date

# Arrange the issue and collection of indemnity forms

# Be aware (from indemnity forms) of any potential health problems whilst maintaining confidentiality

# Arrange accommodation in consultation with the KDSA Secretary

# Allocate rooms in any accommodation

# Co-ordinate travel arrangement when applicable

# Evaluate uniform requirements and liaise with the uniform officer so that uniforms are available at least one week prior to a tournament or round robin

# In consultation with the Coach, establish house rules and curfews.  Squad behaviour at all times must be such as to protect the person and property of all members of the team and of the general public

# As soon as these house rules are established ensure that they are distributed to all members and expect compliance at all times

# Liaise with the Coach on disciplinary measures and action to be taken.  If  this is not possible, the Manager shall have the ultimate responsibility for making a decision

# Establish and maintain the standard of dress on the field and off

# Arrange a common dress standard for the management team

# Attend meetings called by tournament officials

# Hold and maintain a First Aid kit, and ensure the availability of ice or cold packs for injury treatment at training sessions and at tournaments and round robins

# Advise the Coach of any illness or injury to player as reported

# Arrange for suitable sun/rain/wind shelter to be available if required at tournaments, round robins, etc.

# Arrange for fluid replacement drinks and ice for team members at tournaments and round robins

# Ensure that squad members are adequately protected from the sun by high SPF sun screens and shelter as appropriate

# Organise the laundry of uniforms during tournaments

# Co-ordinate all monies and keep records

# After the tournament submit to the KDSA a financial statement listing all incomings and outgoings

# Prepare a report on the performance of the team in all except playing aspects


 

 

 

 

KNOX AND DISTRICT SOFTBALL ASSOCIATION

 

RULES FOR SQUAD TEAM OFFICIALS

 

             The Squad Management Team consists of:  Manager, Coach, Assistant Coach and Scorer.

       The management team's aim is to represent the Knox & District Softball Association in the best possible way when travelling, both on and off the playing field at tournaments, or at social functions.

 

The Coach

 

       The responsibilities of the Coach include the following:

 

# To be a member of the selection panel for the team

# The conduct of the team on the playing or training field.  In this respect the Manager hands this responsibility to the Coach when the players take the field for warm-up prior to a game, and until after the players leave the diamond and any warm-down program after a game is completed

# The preparation of the team for the tournament

# The selection of the team to play in any particular game.  In this the Coach may, and in fact would be expected to, consult with the Assistant Coach, and any specialist coach, but the ultimate decision on team composition rests with the Coach

# To advise the Manager of any player who is injured, even though that injury may not appear to be severe enough to warrant treatment or to prevent the player from playing

# To confer with the Manager and, if appropriate, with other members of the management team on issues affecting team morale, particularly when the perceived action to be taken will not be on the playing field

# To support the action taken by the Manager on all matters concerning discipline

# To confer with the Manager concerning team activities when the team is at the tournament and not playing a game

# To stand in for the Manager should any circumstance prevent the Manager from fulfilling the Manager's role

# To prepare and present a report to the KDSA Management Committee on the team's performance within a month of the end of the tournament for which the team was selected

 


 

 

 

KNOX AND DISTRICT SOFTBALL ASSOCIATION

 

RULES FOR SQUAD TEAM OFFICIALS

      

       The Squad Management Team consists of:  Manager, Coach, Assistant Coach and Scorer.

       The management team aim is to represent the Knox & District Softball Association in the best possible way when travelling, both on and off the playing field at tournaments, or at social functions.

 

The Scorer

 

The Scorer's role is supportive of the management team at all times except when preparing for and during a game.  The scorer plays a vital role in the management of all game situations and must always be in a position to supply the Coach and Assistant Coach with the information they require before, during and after a game.  The Scorer must co-operate with the Coach and be ready to prepare the scorebook, the umpire's bench list and any other data required by the Tournament Officials in readiness for the game.  The smooth functioning of the management team at this time will avoid distractions to the team at critical times during the tournament.

 

       At other times the Scorer should be ready to assist the Manager in any activities which the Manager may undertake for the organisation of the team at non-playing times and particularly for any formal or informal social functions.

 

An example of this is in assisting the manager with the laundering of uniforms when teams are staying at overnight venues.

The Assistant Coach

 

       The responsibilities of the Assistant Coach include the following:

 

# To be a member of the selection panel for the team

# Assist the Coach control the conduct of the team on the playing or training field.  In this respect the Manager hands this responsibility to the Coach when the players take the field for warm-up prior to a game, and until after the players leave the diamond and any warm-down program after a game is completed

# Assist with the preparation of the team for the tournament, and carry out any specific skills or tactical training requested by the Coach.

# Assist the Coach in the selection of the team to play in any particular game. The ultimate decision on team composition rests with the Coach

# To advise the Manager of any player who is injured, even though that injury may not appear to be severe enough to warrant treatment or to prevent the player from playing

# To confer with the Coach and the Manager on issues affecting team morale, particularly when the perceived action to be taken will not be on the playing field

# To support the action taken by the Manager on all matters concerning discipline

# To confer with the Manager concerning team activities when the team is at the tournament and not playing a game
