The overwhelming advances made in the fields of information technology and communications have captured the imagination of mankind more than any other technological development.  The emergence of the INTERNET has brought about a phenomenal transformation in the amount, speed and routine with which information is flashed across the globe.  Online material is sent to individual computers automatically without users having to pull it down themselves.

Financial markets have moved off paper into ether waves at newly globalised markets that run 24 hours a day, 365 days a year.  Technology and competitiveness have become the same, money spent on technology is not a cost, it is the crucial investment.  Markets in the past, have always been shaped by information imbalances.  Today information is transparent, no one can really generate a long term and permanent competitive edge.  For the first time economic and political liberalisation are one and the same thing.

In Education, the key elements for modern and future learning become the electronic libraries, the virtual laboratories and the electronic classrooms.  The utilisation of the video networking technology to interconnect training centres and the establishment of distance learning, facilitates the extension of high quality education to remote, out of reach areas and to disadvantaged people.

Distance health care applications, a technology developed by NASA engineers, has been modified and can be used to obtain medical intervention through telephone.  Immediate and successful medical diagnosis can be provided in time to minimise irreversible damages.  Telediagnosis is applied in many illlnesses, with the medical data transmission already made possible through any kind of telephone to the Station.  Telemedicine, the networking of large healthcare groups, linking hospitals to research centres and rural health clinics to central hospitals, physician-to-hospital links and the use of video and satellite relay to train healthcare professionals in remote locations are beyond the experimental stage into implementation.

The rapid technological advancements have brought about a rapid and increased public awareness ïf the impact, that the irrational use of resources and overconsumption have on the environment.

The emphasis is now on the development of technologies designed to monitor the environment, to ensure that it is protected and to predict and mitigate natural risks.

It is imperative at one stage not to lose sight of certain shortcomings.  The original goal of the INTERNET was the creation of a common working environment.  Much of the Net activity today is passive with users absorbing information from high volume sites.  It is only wise for the ratio of active to passive usage to be made higher.  At the same time the need for the introduction of legislation to regulate the net becomes more apparent.

Technology which can simply mean the creation of an applicable idea, is not a mysterious outside force, but an internal one that can be cultivated to increase growth.  Seen in this context the innate Greek notion that the essence of an idea should never be disturbed still holds.

We may like to ponder on the fact that, due to the technological revolution, yet another Greek idea, one of the most sacred ones:  democracy through direct voting is within reach.

The Greek nation possesses substantial scientific excellence and every effort should be made to overcome the difficulty that lies in translating this asset into practical, economic and social achievements.  Our immediate objective could be the creation of a meaningful data base, the constant updating of information, the response to specific requests from members and the provision of distance learning opportunities.

Ç êáôáêëõóìéêÞ ôå÷íïëïãéêÞ ðñüïäïò óôïõò ôïìåßò ôçò ðëçñïöïñéêÞò êáé ôçò åðéêïéíùíßáò, Ý÷åé óõíåðÜñåé ôçí áíèñþðéíç öáíôáóßá ðåñéóóüôåñï áðü êÜèå Üëëç ôå÷íïëïãéêÞ áíÜðôõîç.

Ç åìöÜíéóç ôïõ INTERNET Ý÷åé ðñïêáëÝóåé ìéá ðñùôïöáíÞ ìåôáìüñöùóç óôïí ôñüðï äéáâßâáóçò ôùí ðëçñïöïöéþí, ðïõ óå ìåãÜëç ðïóüôçôá ðëÝïí, áóôáìÜôçôá êáé ìå áóôñáðéáßá ôá÷ýôçôá êáôáêëýæïõí üëï ôïí êüóìï.  ¢ìåóçò ðñüóâáóçò õëéêü áðïóôÝëëåôáé áõôüìáôá óôïõò ðñïóùðéêïýò çëåêôñïíéêïýò õðïëïãéóôÝò, ÷ùñßò ïé ÷ñÞóôåò íá ôï åðéæçôïýí ("push-media").

Ïé ÷ñçìáôáãïñÝò ìå ìÝóï ôá åñôæéáíÜ êýìáôá, åãêáôáëåßðïíôáò ôïí ðáñáäïóéáêü ôñüðï, ôï ÷áñôß, ìåôáöÝñïíôáé óå êáéíïýñãéåò ðáãêüóìéåò áãïñÝò ðïõ ëåéôïõñãïýí óõíå÷þò 24 þñåò ôï åéêïóéôåôñÜùñï, 365 ìÝñåò ôï ÷ñüíï.  Ôå÷íïëïãßá êáé áíôáãùíéóôéêüôçôá Ý÷ïõí ãßíåé ôáõôüóçìåò Ýííïéåò, êáé ôá ÷ñÞìáôá ðïõ îïäåýïíôáé ãéá ôå÷íïëïãéêÞ áíáâÜèìéóç äåí áðïôåëïýí äáðÜíç áëëÜ ôçí áðáñáßôçôç êáé êñßóéìç åðÝíäõóç.  Ç áíéóüññïðç ðëçñïöüñçóç åßíáé ï ðáñÜãïíôáò ðïõ äéáìüñöùóå ôéò áãïñÝò ôïõ ðáñåëèüíôïò.  Ç ðëçñïöüñçóç óÞìåñá åßíáé ðñïóâáôÞ êáé äéÜöáíç, êáíÝíáò óôçí ðñáãìáôéêüôçôá äåí ìðïñåß íá äçìéïõñãÞóåé êáé íá äéáôçñÞóåé ìüíéìï êáé ìáêñï÷ñüíéï ðëåïíÝêôçìá.  Ãéá ðñþôç öïñÜ ïéêïíïìéêÞ êáé ðïëéôéêÞ öéëåëåõèåñïðïßçóç åßíáé ôï ßäéï ðñÜãìá.

Óôçí åêðáßäåõóç, ôá óçìáíôéêÜ óôïé÷åßá ãéá ôç óýã÷ñïíç êáé ôç ìåëëïíôéêÞ ìÜèçóç áðïôåëïýí ïé çëåêôñïíéêÝò âéâëéïèÞêåò, ôá åñãáóôÞñéá åéêïíéêÞò ðñáãìáôéêüôçôáò êáé ïé çëåêôñïíéêÝò ôÜîåéò.  Ç ÷ñÞóç ôçò ôå÷íïëïãßáò ôçò äéêôýùóçò ìÝóù video, ãéá ôç óýíäåóç åêðáéäåõôéêþí êÝíôñùí, êáèéåñþíåé ôçí éäÝá ôçò "åî áðïóôÜóåùò ìÜèçóçò" êáé äéåõêïëýíåé ôçí ðáñï÷Þ åêðáßäåõóçò øçëïý åðéðÝäïõ óå áðïìáêñõóìÝíåò ðåñéï÷Ýò êáé óå ëéãüôåñï ðñïíïìéïý÷ïõò áíèñþðïõò.

Ç åöáñìïãÞ ôçò ôå÷íïëïãßáò ãéá ðáñï÷Þ "åî áðïóôÜóåùò éáôñïöáñìáêåõôéêÞò ðåñßèáëøçò" åßíáé ìéá ôå÷íéêÞ ðïõ áíáðôý÷èçêå áðü ìç÷áíéêïýò ôçò NASA, êáé ôñïðïðïéÞèçêå ìå åðéôõ÷ßá êáèéóôþíôáò Ýôóé äõíáôÞ ôçí éáôñéêÞ ðáñÝìâáóç ìÝóù ôçëåöþíïõ.  Ç Üìåóç êáé åðéôõ÷Þò éáôñéêÞ äéÜãíùóç ðïõ ðñïóöÝñåôáé ôþñá, åëá÷éóôïðïéåß ôéò ðéèáíüôçôåò áíåðáíüñèùôçò æçìéÜò.  Ç ôçëåäéÜãíùóç åöáñìüæåôáé óå áñêåôÝò áóèÝíåéåò, áöïý ç ìåôÜäïóç éáôñéêþí óôïé÷åéþí óôï éáôñéêü êÝíôñï åßíáé ðéá êáôïñèùôÞ ìÝóù ôïõ êïéíïý ôçëåöùíéêïý äéêôýïõ.  Ç çëåêôñïíéêÞ äéêôýùóç ìåãÜëùí íïóïêïìåéáêþí óõãêñïôçìÜôùí, íïóçëåõôéêþí ìïíÜäùí ìå ôá êåíôñéêÜ íïóïêïìåßá, ãéáôñþí ìå ôá íïóïêïìåßá êáé ç ÷ñÞóç video êáé ôùí äïñõöïñéêþí áíáìåôáäüóåùí ãéá ôçí åêðáßäåõóç ôïõ íïóçëåõôéêïý ðñïóùðéêïý ðïõ âñßóêåôáé óå áðïìáêñõóìÝíåò ðåñéï÷Ýò, Ý÷ïõí êáôáóôÞóåé äõíáôÞ ôçí åöáñìïãÞ ôçò ôçëåúáôñéêÞò ðÝñá áðü ôï ðåéñáìáôéêü óôÜäéï.

Ç ñáãäáßá ôå÷íïëïãéêÞ åîÝëéîç åõáéóèçôïðïßçóå Üìåóá ôï êïéíü ãéá ôï êáõôü ðñüâëçìá ðïõ äçìéïýñãçóå óôï ðåñéâÜëëïí ç áëüãéóôç ÷ñÞóç üëùí ôùí ðçãþí êáé ç õðåñêáôáíÜëùóç.  Ç Ýìöáóç ðïõ äßíåôáé ôþñá åßíáé óôçí áíÜðôõîç åéäéêÜ ó÷åäéáóìÝíçò ôå÷íïëïãßáò, ðïõ èá ðáñáêïëïõèåß êáé èá åëÝã÷åé ôï ðåñéâÜëëïí, Ýôóé þóôå íá äéáóöáëßæåôáé ç ðñïóôáóßá ôïõ êáé íá åîïõäåôåñþíïíôáé ïé êßíäõíïé.

Åßíáé åðéôáêôéêÞ üìùò ôçò áíáãíþñéóçò ïñéóìÝíùí áäõíáìéþí ðïõ êñßíåôáé öñüíéìï óå êÜðïéï óôÜäéï íá åîåôáóôïýí êáé íá îåðåñáóôïýí.  Ðñùôáñ÷éêüò óôü÷ïò ôïõ INTERNET õðÞñîå ðÜíôá ç äçìéïõñãßá åíüò êïéíïý åñãáóôéêïý ðåñéâÜëëïíôïò.  Ç ðåñéóóüôåñç äñáóôçñéüôçôá óôï Äßêôõï åßíáé óÞìåñá ðáèçôéêÞ, ìå ôïõò ÷ñÞóôåò íá áíáóýñïõí ðëçñïöïñéáêü õëéêü áðü åìðëïõôéóìÝíá êÝíôñá ÷ùñßò êáìéÜ áìößäñïìç áíôáëëáãÞ, êÜôé ðïõ èá Þôáí óßãïõñá ðéï äçìéïõñãéêü.  Åßíáé åðïìÝíùò óõíåôü êáé ùöÝëéìï ç áíáëïãßá åíåñãçôéêÞò/ðáèçôéêÞò ÷ñÞóçò íá áõîçèåß óçìáíôéêÜ õðÝñ ôçò ðñþôçò.  Óôïí ßäéï ÷ñüíï ãßíåôáé üëï êáé ðéï öáíåñÞ, ç áíÜãêç èÝóðéóçò êáôÜëëçëçò íïìïèåóßáò ðïõ èá ñõèìßæåé êáé èá äéáóöáëßæåé ôçí ïìáëÞ ëåéôïõñãßá óôï Äßêôõï.

Ç ôå÷íïëïãßá óçìáßíåé êáé ðñáãìáôåýåôáé ôç äçìéïõñãßá ìéáò åöáñìüóéìçò éäÝáò, äåí áðïôåëåß êáìéÜ åîùãåíÞ ìõóôçñéþäç äýíáìç.  Åßíáé ìéá åóùôåñéêÞ íïçôéêÞ äéåñãáóßá ðïõ èá ðñÝðåé íá åðéôåëåßôáé ìå óôü÷ï ôçí ðåñáéôÝñù ðñüïäï.  ÌÝóá áðü áõôü ôï ðñßóìá, ç åããåíÞò åëëçíéêÞ áíôßëçøç üôé ç ïõóßá ìéáò éäÝáò èá ðñÝðåé íá ðáñáìÝíåé áíÝããé÷ôç äåí ðáñáâéÜæåôáé.  Èá ðñÝðåé åðßóçò íá áíáëïãéóôïýìå ôï ãåãïíüò üôé, ëüãù ôçò ðáñïýóáò ôå÷íïëïãéêÞò åðáíÜóôáóçò áêüìç ìéá áðü ôéò éåñüôåñåò åëëçíéêÝò éäÝåò, áõôÞ ôçò ¢ìåóçò Äçìïêñáôßáò, üðùò áõôÞ ðñáãìáôùíüôáí óôçí áñ÷áßá áèçíáúêÞ äçìïêñáôßá, èá ìðïñïýóå ðïëý óýíôïìá íá ôåèåß óå åöáñìïãÞ.  Èá áðïôåëÝóåé ßóùò ôï øçëÜöéóìá ôçò áðüëõôçò äçìïêñáôßáò.

Ï Åëëçíéóìüò äéáèÝôåé óçìáíôéêü åðéóôçìïíéêü äõíáìéêü êáé èá ðñÝðåé íá êáôáâëçèåß êÜèå ðñïóðÜèåéá Ýôóé þóôå, ìå ôçí ðáñáãêþíéóç êÜèå åìðïäßïõ, ôï ïõóéáóôéêü áõôü ðñïíüìéï íá ìåôáöñáóôåß óå ðñáêôéêÞ ïéêïíïìéêÞ êáé êïéíùíéêÞ åðéôõ÷ßá.  ¢ìåóïò óôü÷ïò ìáò èá ìðïñïýóå íá Þôáí, ç äçìéïõñãßá ìéáò áîéüëïãçò êáé ÷ñÞóéìçò âÜóçò äåäïìÝíùí, ç Üìåóç êáé óõíå÷Þò åíçìÝñùóÞ ôçò ìå ðëçñïöïñßåò, ç Ýãêáéñç áíôáðüêñéóç óå óõãêåêñéìÝíá áéôÞìáôá ôùí Ìåëþí êáé ç ðáñï÷Þ ôçò äõíáôüôçôáò ãéá "åî áðïóôÜóåùò ìÜèçóç".
