 Between 1993 and 1999, Graeme chaired the newly formed Government Rail Trail committee which developed a mechanism to gain access to disused rail corridors for trails. Previous State Governments had been unable to achieve access, however, a way was found by this committee, and, by 1999, 17 official rail trails were created for the enjoyment of local communities and visitors.

Central Highlands has several Rail Trails, including the beautiful Warburton to Lilydale trail. Others under construction include the Murray to Mountains Trail which incorporates the Alpine Rail Trail, runs from Wangaratta to Bright & Beechworth. One of the most exciting rail trails runs over the spectacular Bonnie Doon Rail Bridge into the Bonnie Doon township.

Following success with rail trails, the then Premier, Jeff Kennett, instructed Tourism Minister, Louise Asher, to promote all Victorian Tracks & Trails.

The Victorian Tracks and Trails Coordinating Committee was established as a unit within Tourism Victoria. It was chaired by Graeme until October 1999. The VTTCC publishes information on both rail trails and other significant tracks and trails in Victoria.
