President’s Ramblings

Hi all,

By the time you read this I hope to be resting my eyes in sunny Queensland on a well earned holiday. Well I have to say it’s well earned don’t I??

The committee has been hard at work organising things but is always hard to come up with new ideas so if you have any please let one of us know.

I feel a bit of a fraud now that I am a brand new “Standard License” operator given that I have not put much time into radio work over the last couple of years. However, the new Foundation License is an excellent idea and should ensure that our hobby is around for many years to come.

To all you “Advanced” operators out there don’t forget those new to the hobby and give them a helping hand. Mind you I think that that is something this club does very well anyway.

The Christmas party promises to be a great time as usual. It is out at our ponderosa in Nar Nar Goon and I will definitely be there despite what all you cynics think! Might set up the volleyball net and see how we all go!

Also the prac night on the first Friday in November has traditionally become a bring your own tea night and we start a little earlier at 7pm. Hope to see you there as well!

Sometime in the new year we will be having another fox hunt down on Philip Island. The last few have been a lot of fun and once again no expense will be spared for the prizes!!!!

Have a great time with your hobby this month. Catch you all in December.

Christmas Party - Saturday 10th December.
This year’s party is to be held at the President’s residence in Nar Nar Goon -- Number 1 Carney St.. to be exact. It is BYO your own everything. The Club will supply the BBQ but please bring your own seating and possibly a table to eat at. For those who are inclined, some games (adult and kids games) would go down well. One for the women would be appreciated as well. See you there at about 11am onwards or until we get kicked out.

Ramping up the Shack - Albert , BQO
The first day started out with threatening clouds but it was muggy. That was Saturday 30th October. Our fears of rain were not warranted as the sun showed through and caused a lot of sweat soaked shirts on the guys digging the post holes to support the wheelchair and pedestrian ramp to the Club Shack. I am sure a few kilos were shed during the day but a great amount was completed.

Ian (BUF) had prepared a lot of the timber to length making the job a lot quicker and with less heads trying to calculate the measurements it probably made the job more accurate as well. The plan was to set up the structural sections of the walkway and support them so that the concrete footings could be poured around the post supports. This method works well as everything is square before you pour the concrete.

The guys were eager to work as shown by the short lunch break taken only to consume some fish and chips and down a coldie.

By about 3pm, most of the timber had been set in place and although the first stage was not quite completed, a sense of pride and satisfaction showed on the faces of the remaining workers. (Especially after another coldie) First day slaves were: Ivan, Reg, Bruno, Ron, Helmut, Ian and myself.

On Saturday 5th, we completed the structural timber ready to pour the footings. There was just as much sweat lost as on the first day by the varied crew of Bruno, Ron, Mike, Graham, Ian, Paul and myself. By the time you read this, much of the work should have been completed so you can come along to the meeting and marvel at the handiwork of some bloody hard workers.

The photo shows a section of the completed ramp with Mike taking a well earned rest from swinging his hammer. Next weekend should see the concrete poured with the remainder of the work being a great deal easier.

Is Too Low an SWR Dangerous???
There was this SWR freak who kept climbing his tower, day after day, to prune the antenna matching system. He repeated this again and again, as if he was trying to bring the SWR below 1:1; that important it seemed to him. With all the climbing, one night he fell off his tower and killed himself. So you see, TOO LOW AN SWR CAN KILL…

Here is a hint.
Are you looking for insulators for that antenna project? FARMHAND on the corner of High and Normanby Streets in Cranbourne have a large range of electric fence insulators; many of which are suitable for antenna use.

A BULLETIN TO MEMBERS FROM AMATEUR RADIO VICTORIA
New licence structure begins. Key points at a glance:

New licence structure begins 19/10/2005
Expect new replacement licences through the post
WIA rolls out the new Assessment for Competency
First group qualifies for their Foundation Licences
Class Licence for short-term visitors ? not yet

The three tier amateur licensing system officially comes into force on Wednesday, 19 October, through an amendment to the Radiocommunications Licence Conditions (Amateur Licence) Determination.
Approved by the ACMA Board on 12 October and announced today (18/10/2005), it simplifies amateur licences by combining the five current licence types in two
- Standard and Advanced. It also introduces the new entry level Foundation Licence.
The first to qualify for the Foundation Licence under the WIA Assessment for Competency conducted by Accredited Assessors are now awaiting their licences. Many more are expected in coming months.
Due to an anomaly in the new LCD, the Foundation Licence has been given only 3-watts output power for AM, FM or CW, but 10-watts PEP for SSB. The WIA has raised this situation with ACMA and the intention is to increase the 3-watts to 10-watts.
The ACMA says that all existing amateur licensees will be issued with new replacement licences. Novice and Novice-Limiteds can on the commencement day (above) use the Standard Licence operating privileges. However all licensees need to wait until they received their new licence before seeking any changes such as to a callsign.
Along with the new licence structure comes the harmonising of licence conditions and qualification requirements, where possible, with those of other countries.
This is resulting in a re-alignment of the theory syllabus to international requirements for the Standard and Advanced Licences.
The new Assessment for Competency system to determine the qualification of individuals for amateur certificates of proficiency was introduced on 14 October by the Wireless Institute of Australia.
It was trialled in Queensland on the weekend of 15-16 October. That resulted in 16 people, the youngest aged 10, being declared competent after their Foundation Licence assessment.
The Assessment for Competency system through a network of WIA Accredited Assessors will be rolled out across the nation in coming weeks.
The current WIA Exam Service Invigilators continue to have a role to play in conducting paper-based multi-choice theory and regulations exams for the Standard and Advanced licences. They can also team up with an Assessor and provide assistance to them.
Only Assessors can conduct the Foundation Licence assessments and the practical assessments required for those who aren’t already radio amateurs who want to take get a Standard or Advanced licence.
The licence restructure is one of the final actions for the ACMA to flow from its extensive public review of Amateur Service regulation that begun in August 2003.
The first step was the removal of the Morse code proficiency requirement for access to the HF bands, and that occurred on 1 January, 2004.
Likely to be the final matter implemented from the review is the introduction of a Class Licence for visiting radio amateurs.
This is expected to begin before the Melbourne Commonwealth Games in March 2006 to enable duly qualified overseas radio amateurs to operate for short-term visits without the need to take out an Australian licence. They will then be able to operate under their home callsign /VK*

Business Arising from Previous Minutes:
Bill Jones asked about the progress of the Limerick competition. Andrew said that only two entries have been submitted to date and he will make a decision by the November GM. Bill also asked about the IRLP repeater performance. John Whittingham said that he needs to replace the transmitter and is waiting for Paul Stubbs to supply the replacement.
Bruno to correct Sept GM minutes :- The call sign of Tony Hacter, September’s guest speaker, is VK3TLA not VK3TLR.
Working bees for the disabled person’s access ramp will be on the 29th October @ 09:30 AM, 5th & 12th November.
Next pub night is the 12th November 2005 at the Sandown Hotel in Noble Park.
Moorabbin Airport visit is to be postponed until the New Year.

New Business:

Pat Pavey VK3OZ was presented with a special plaque to celebrate winning the Florence McKenzie trophy. Pat has won the trophy for 4 of the last 5 years that the trophy has been awarded. A photo of Pat receiving the award from the ALARA contest manager, Marilyn VK3DMS, can be seen on page 36 of the October AR magazine. Peter Pavey, VK3VB won the door prize, a large ALARA quilt, which can be seen in the background of the photo.

Club Library books to be taken out on loan, must have the book and the borrowers details placed in the equipment loan book located in the club room.

Bill Connelly VK3DOU donated a book RSGB – “The RIG GUIDE, The Ultimate Guide to Amateur Radio Equipment” GGREC extends it’s thanks to Bill for his generous gesture.

Albert Hubbard VK3BQO will be producing the November 2005 GATEWAY magazine. Members are invited to contribute articles (technical or otherwise) to Albert via email before the cut-off date.

Russ White reminded the Committee that the City of Casey libraries have agreed to allow GGREC promote itself with an Amateur Radio display. The last library displays were held approx 2 years ago. This is an opportunity to promote GGREC & the new foundation licence.

The Committee is to organise GGREC & Amateur Radio promotional material for distribution from selected retail outlets. Peter Pavey said that the WIA has new colour posters that promote the hobby.

EXAMS – EMDRC have offered to carry out exams for students that are taught by GGREC instructors. Peter Pavey is getting phone calls requesting foundation licence courses.

Members are to note that the December Prac Night, the last meeting for the year, is a BYO Pizza night. Come along with a pizza, drinks and a chair for some “al fresco” dining.
