We had this same situation with our son at birth. We were told to excercise
his neck and head by gentlely moving his head from side to side and back and
forth and circles . We did this over several months each day and it worked
perfect to strengthen his muscles.  Now he is a strong 3 yr old! Ask your OT
if she can devise a home program.
