The NICU my son was in seemed to be the same way.  There was tremendous
pressure to nurse and they wouldn't reveal the stats of how many moms
actually got babe to breast successfully.  The stats were dismal I later
learned.   I know that breastfeeding is great and the nurses were really
pumped up by how good it was etc, and they had just gone through an
inservice training program.  But they went overboard on the moms and it did
backfire to some extent.  If you wanted your child to be bottle fed a
doctor had to actually enter an order to that effect in the chart.  A mom
couldn't just request this.  A friend wanted formula for her child (third
baby) and she knew what she was doing but she had to endure "lectures" from
nurse, primary nurse, nurse manager, and lactaction consultant before she
got her way.  So maybe this comes across as a "requirement".  I did not
have a successful time myself.
