I never used a walker for this reason.  However the blame in these instances
lies on the parent for not closely watching their children.  The walker
usually "tips over" because an over-adventurous child gets too close to the
stairs.

Even when there are no stairs or other risks of that nature, I think the
tendency to leave a child in it for long periods of time is great.  I am not
judging here... i am guilty of using the windup babysitter (the swing).  

So, when walkers are used to give a child a new view, for short periods, in a
safe environment, they are great.  :)
