I have two older daughters, so I can compare a little. Zach is really
attached to me. He always has been. He still (at 19 months) cries if I
shut the bathroom door. He follows me everywhere. He still wants to cuddle
with me all the time. He had always been this way.

I have only one child and he's 8 1/2 months right now, so I'm no expert, but
I agree with earlier comments that each child should be weighed against
himself and not against his siblings. Everyone develops differently.
Speaking from a developmental point of view, from age 0 to 15 months
children are in an Attachment and Security phase in which you are the center
of their universe. Then from 15 to 30 months the enter the Exploration and
Separation phase in which they begin discovering the world beyond Mom, but
they still need you to be close by for the security.
Of course, there are always kids that fall inside and outside of any sort of
"standard measurement"!
It sounds to me like Zach is pretty early in the E&S phase, but this is
where I cease to speculate because,
1. I'm not a child psychologist and
2. I don't have a 19 month old yet and have no practical experience!
