Some children require extra attention such as your son. Don't think of him as
a panty waste but as a child who looks to you as a safety net in a big scary
world. He is still very young and has yet to figure out that it is OK to
become independent. Don't compare him to your daughters because every child
has different personality makeups at different stages of their life.

Have you tried to find him some kids his age to play with that he can look to
as role models. Try a park or a mother day out program. You want him to know
that you will always be there for him but that he can and over time will have
fun with other kids his age.

You need breaks too. Please don't neglect time to yourself just because you
feel he won't be able to handle a sitter. How did the MIL situation work?

My two kids alternate between independent and cry babies depending on the
environment, how tired they are, illnes, new situations... Don't give up yet
and think you're tied to him for life !
