The NICU I was in had  the same policy  too.  There is a PICU in a hospital
across town and babies are supposed to go there.  (Politics and turf wars,
a topic for another post)
Anyway, Alex needed another round of laser eye surgery and the surgeon
works at the hospital with the NICU. Alex was admitted to Ped floor but
after surgery ended up in the NICU because the ped floor was not used to
such small babies on vent after surgery.  He was still about 5 lbs.  So,
the rules can be broken if your surgeon has enough clout.  Actually I would
take Alex to the other hospital now (with PICU) because it is a better
children's   hospital overall.
