The Earth-One Johnny Thunder gains control of the T-bolt (once again - 'though no one remembers the first time) and in the resulting action the JLA are knocked out of the scene, the JSA team up with Sargon to battle the Crime Champions, and in the Thunderbolt dimension we learn the real origin of The Black Canary.
I was enthralled by the George Perez covers for these two issues.
And as I've always been a fan of T-bolt, I did enjoy this story.
