Whilst the JLA are assisting the JSA in apprehending the Horned Owl Gang, Sandman receives a signal that there has been a break-in at his home.  The two groups follow to find that many years previously due to an accident in their lab Sandy was transformed into a silicon creature which Wes Dodds kept sedated in a glass room.  He has been revived by an earth tremor and escaped.  Thinking that he was a danger to society the two groups hunt across New York looking for Sandy, eventually capturing him and realising that he has just been transformed physically and despite his decades of incarceration still retained the personality of the young hero of the golden age.   Roll Call Batman, Elongated Man, Green Lantern,  Superman Flash.
