From time to time, Fide have made minor alterations to chess rules. One example, is that the 50 move rule is modified for certain types of endings.
Small rule changes can sometimes be made without greatly altering chess theory or practice.
I propose a player can claim double repettion, rather than triple repetition.
This would have certain advantages:
Double repetition is easier for a player to claim.
It means less work for DOPS re proving a draw claim.
It may mean some slightly shorter games . In some games players repeat moves for no real reason. This is most likely to apply to very long games, which can hold up a round in a weekender.
It will be harder for players just trying to win on time (more applicable to non-incremental time controls), in drawn endings.
It doesn't change ending theory in any way.
If there is no play in a position, double repition becomes possible very quickly. To offer a draw, just make a move that allows double repetition by the opponent. To accept the draw, make the double repetition.
Players can still 'offer draws' in the opening or middlegame, though in many cases they will lose tempo if the opponent 'declines'.
