Spyridium parvifolium - Australian Dusty Miller

Native to Vic, NSW, Tas and SA.
Dense upright shrub growing approximately 1.5m x 1.5m.
Leaves are dark green, oval with paler green undersides.
Flowers grow in clusters surrounded by dusty-white floral leaves in winter through spring.
Propagation by seed or cuttings.

When in full bloom the bush looks to have been dusted by flour.
