Rail Safety Act
SMS Requirements - Tourist and Heritage

All ARO’s under the TA 1983 have been required to have a Safety
Management System (SMS).
-
There are however two different SMS standards being met within the
Tourist and Heritage sector
1. Guidelines for Rail Safety Accreditation 1994
2. AS4292.1 1995
-
The Rail Safety Act 2006 and Regulations will be the single source for
SMS requirements for all Victorian Rail Operators - Commercial and Tourist and
Heritage.
RSA 2006 - SMS Requirements

Existing SMS’s will require enhancement in order to meet the requirements
in the Schedule 2 of the Rail Safety Regs.

PTSV will provide assistance through a SMS template tool (CD) and
individual tailored workshops to help the sector meet new legislative
requirements.

The Victorian SMS CD is structured along similar lines to the SMS
guidance for Tourist and Heritage Railway Operators released by the RSRP in
April 2006.

The Victorian CD will be distributed to the Sector in the near future.
RSA 2006 - SMS Requirements

The Rail
Safety legislation explicitly requires an SMS. It also provides more clarity
and detail around the development of the SMS as well as a definition and the
structured content of an SMS.

The
legislation also places emphasis to the link between safety and risk.

In general operational terms a Safety Management System is a document
centered on risk controls. The resolute defences an operator commits to, uses
and understands will promote and ensure safety towards people and property. Such
defences can include:

Checklists, newsletters and bulletins

Accredited Rail Operators SMS content is set out in Schedule 2 of the
Regs

Private Siding (Non-Accredited Rail Operator) SMS content is set out in
Schedule 3 of the Regs.
