Victorian Network Rules Development and National Code of
Practice Alignment Project
The Australian National Rules and
Procedures (ANRP) will:
Replace the existing 1994 Victorian
Book of Rules and Operating Procedures;
Provide a revised set of Rules and
Procedures, initially for adoption by the Revenue railways in Victoria, and
ultimately, for all of Australia;
Be based on the RailCorp (RIC)
Network Rules and Procedures content, presentation and format;
Be consistent with the existing
National Code of Practice and the Victorian rail operating environment.
Project Scope and
Deliverables:
On completion of the Australian
National Rules and Procedures (ANRP) it will be handed over to the Australasian
Railway Association (ARA);
The Code Management Company (CMC)
will roll out the ACOP nationally.
TWO STAGE PROJECT
Stage One Work on Track Rules and Procedures
Stage Two Train Operations and Safeworking
Rules and Procedures
Progress to date:
Stage 1 ACOP Work on Track Rules and Procedures
have been drafted and validated for implementation mid 2006;
Alignment Working Group (AWG) drafting of Stage
2 ACOP Train Operations and Safeworking Rules and Procedures is progressing and
will be completed October this year.

Other Technical Support (as required)
ANRP Rules and Procedures
The ACOP Rules and Procedures will maintain
consistency with:
Relevant
legislation;
standards and codes including principles of AS
4292 and AS 4360;
Other relevant contemporary technical
standards.
Training and Competency framework
Will be subjected to:
Ongoing consultation with Industry
Stakeholders;
Development of associated Training Assessment
Guidelines and Framework;
Material Change Process by the Rail Safety
Regulator;
Detailed Implementation Strategy.
Heritage currently operate under V/Line Passengers
Accreditation
Tourist sector need do nothing at this stage and
until the Stage 2 Rules are finalised and validated.
