The ATR rulebook & examination regime.

Why do we need  to change?

Change for change sake?
It ain’t broke – why fix it!

n   Like it or not – this is the 21st Century

n   We utilise commercial workers.

n   National competencies – National Rules.

n   Consistency between railways

n   “It’s Best Practice”; m’lud.

 

What changes – who, how and when.

n   Layered approach to the rules.

n   NTC etc will handle the top tier.

n   ATHRA/ATR will produce the general rules.

n   ATR will manage the Victorian common aspects.

n   Individual Railways will write local and specific plant rules.

 

Training and Examination

n    40. Assessment of rail safety worker competence

n    (1) A rail operator must assess, or cause to be assessed, the competence of each rail safety worker who is employed or engaged by the rail operator, or a rail contractor who supplies rail infrastructure operations or rolling stock operations to that rail operator, by reference to

n    (a) any applicable units of competence or qualification recognised under the Australian Quality Training Framework within the meaning of the Skilling Australia's Workforce Act 2005 of the Commonwealth

Training and Competence

n   The Australian Quality Training Framework (AQTF) is the nationally agreed quality framework for the Australian vocational education and training (VET) system.

n   Relevant Competencies are being defined through TDT.

n   Training and Assessment must be delivered by a Registered Training Organisation (RTO)

  

Training and Competence.

n   7.4 The RTO must ensure that training is delivered by a person who:

n   holds the Certificate IV in Training and Assessment from the Training and Assessment Training Package or is able to demonstrate equivalent competencies or

n   is under the direct supervision of a person who has the competencies specified above and

n   is able to demonstrate vocational competencies, at least to the level of those being delivered.

n    The RTO must ensure assessments are conducted by a person who has:

n    The following competencies from the Training and Assessment Training Package or is able to demonstrate equivalent competencies:
a TAAASS401A Plan and organise assessment
b TAAASS402A Assess competence
c TAAASS404A Participate in assessment validation

n    Relevant vocational competencies, at least to the level being assessed.

n     

Implications

n   Trainers and Assessors will require recognised training competence.

n   Training programs will have to meet TDT competencies.

n   The Training and Assessment regimes will have to be integrated.

 

What is happening.

n   ATR/ATHRA are active in defining competencies

n   ATR have determined that examiners shall have externally recognised assessment competence and will provide for training those current examiners who don’t.

n   Now the framework is falling into place we can start building a “complete” system.
