It was an initiative of the late Tasmanian Premier* JIM BACON* and devised by ROBYN ARCHER. And it was different* It sought to embrace the whole island of Tasmania and it reached out to islands all around the world for artists and performers. That levy never went ahead because the legislation was flawed* but the idea is still around* this time it is a levy on blank CDs.
