internet regulation: censorship or scapegoating?

Regulation of the internet is in the news again, as the Commonwealth government is seeking to make the service providers responsible for content on their networks. Kimerly Heitman of Electronic Frontier Australia, however, claims that the proposal is impractical with ethical problems targeting the wrong groups. Nasya Bahfen reports.
