Tamara Winikoff from NAVA, the National Association for the Visual Arts, speaks in defence of Artbank.

ARTBANK was founded in 1980 to acquire works by Australian artists and lease the works to commercial clients. It has encouraged many companies, some of conservative tastes, to hang the work of emerging and adventurous Australian artists in foyers and board rooms, in part by removing the risks of purchase.

It has been so successful over the last few years that it's now returning an operating surplus to government, yet it's on the federal government's hit list. Tamara Winikoff is NAVA chief executive officer.
